Standard Operating Guidelines Section 1. INCIDENT RESPONSE1. All PVFD personnel shall respond to the station. Exceptions to this are PVFD officers. The PVFD chief or assistant chief can respond to the scene to establish command and begin directing companies if he/she is in the area. 2. Captain or Lieutenant(s) should respond to the station unless he/she is in the area or if they are passing the scene while responding to the station and establish command if first arriving. 3. First arriving PVFD officer shall establish command. If first arriving PVFD officer is a junior officer and a senior officer arrives, then senior officer can take command if he/she deems necessary. 4. Command shall be established if three or more PVFD units respond, mutual aid is requested, CareFlite is requested or at any incident a PVFD officer or most qualified person on scene (if no officer) deems necessary.
